Microsoft is rolling out a significant update for its controversial Windows Recall AI, introducing a snapshot export tool for users in the European Economic Area (EEA) and adding new system-wide controls. The update, detailed in an official blog post, also includes a feature to completely reset all Recall data and changes the default storage limit on new PCs from unlimited to 90 days, granting users more authority over the tool’s extensive data collection.
This introduction of an export function appears to be a direct response to Europe’s robust data portability regulations. According to Microsoft, the feature provides a unique, non-recoverable export code needed to decrypt any shared data, with the company stating bluntly, “Microsoft does not have access to your export code and cannot help you recover it if it is lost.”. The move is likely tied to compliance with laws like the GDPR, which mandate that users be able to take their data with them.
For a feature that has been mired in privacy debates since its announcement, this update represents a critical juncture. It simultaneously pushes Recall forward as a core component of Copilot+ PCs while also demonstrating how regulatory pressure can force significant functional changes, forcing Microsoft to walk a fine line between innovation and user trust.
A Feature Forged in Controversy
Recall’s path to the public has been exceptionally rocky. Unveiled at Microsoft’s Build conference in May 2024, the tool was pitched as a revolutionary productivity aid, creating a searchable “photographic memory” of a user’s activity. However, the initial design was met with immediate and fierce backlash from the security community.
Prominent security researcher Kevin Beaumont, among others, demonstrated how the feature’s original implementation stored its data in a plaintext database, creating significant privacy and security flaws. The design, which captured everything from disappearing messages to passwords, was being considered a poorly implemented privacy nightmare after researchers exposed its vulnerabilities.
The outcry was so intense that it prompted inquiries from the UK’s Information Commissioner’s Office (ICO) and forced Microsoft to delay the feature’s planned June 2024 launch. The company detailed a new, hardened approach that made the feature opt-in, mandated Windows Hello authentication for access, and encrypted the entire snapshot database using keys secured by the device’s Trusted Platform Module (TPM) chip. Furthermore, it uses Virtualization-Based Security (VBS) to isolate the data in protected memory regions.
Despite these significant architectural improvements, critical weaknesses remain in the AI-powered filtering meant to redact sensitive information. In-depth testing had revealed that the filter consistently failed to block credit card numbers, passwords, and other personal data when entered into common applications like Notepad or PDF forms.
Security analysts at Kaspersky have also pointed out that the current version of Recall still has a number of issues, including the potential for a simple PIN to become the weak point for accessing the entire trove of data after initial setup.
Compliance, Control, and Copilot+ Expansion
Recall’s fundamental design—continuously recording user activity—inherently challenges core GDPR principles like data minimization and purpose limitation. The export tool, available exclusively in the EEA, directly addresses the “right to data portability” mandate. According to Microsoft’s support page, users can perform a one-time export of past snapshots or enable a continuous export going forward.
This region-specific feature arrives as Microsoft continues its broader push to make Recall a central pillar of the Windows AI experience. After initially launching on Qualcomm-powered PCs, Microsoft expanded the preview to devices with Intel and AMD processors in December 2024.
This expansion is part of a wider strategy to infuse Windows 11 with AI capabilities, but it also means that more users will be interacting with a tool whose effectiveness and security are still under intense scrutiny.
