ByteDance, the parent of TikTok, is taking a strategic step into Europe with a new AI research center, reportedly hiring experts in large language models (LLMs) to deepen its AI capabilities on the continent. The move signals ByteDance’s ambition to expand its AI footprint beyond Asia, where the company has already invested heavily.
With a substantial base in Malaysia and partnerships with academic institutions, ByteDance appears committed to strengthening its AI capabilities globally. This recent push into Europe reflects ByteDance’s ongoing efforts to secure talent and resources as it races to remain competitive in the high-stakes AI sector.
ByteDance’s Expanding Global AI Network
This European development follows ByteDance’s $2.13 billion investment to establish an AI hub in Malaysia, as well as the creation of SIA Lab in collaboration with Tsinghua University. ByteDance’s European base is expected to tap into the region’s AI research strengths, particularly in countries like Switzerland, the U.K., and France, which are home to renowned research institutions and have strong AI ecosystems.
By broadening its research operations into Europe, ByteDance not only enhances its global AI strategy but also positions itself within a network of highly competitive and resource-rich countries. The company’s in-house models include Skylark, a large language model that powers its AI conversation product Doubao.

On October 11, ByteDance initiated a significant reduction of its global workforce, with notable impacts in Malaysia. The restructuring, particularly the dismissal of 700 content moderators, reflects the company’s strategic shift towards AI-powered content moderation.
ByteDance asserts that its advanced AI systems can autonomously filter approximately 80% of harmful content, reducing the need for human intervention in routine cases. Nevertheless, human moderators will continue to play a crucial role in addressing complex and nuanced content.
This strategic move coincides with heightened global regulatory scrutiny. In Malaysia, the recent enactment of legislation mandating operating licenses for platforms aims to enhance cybercrime prevention. Similar regulatory pressures are emerging in the U.K. and U.S., where policymakers are advocating for stricter content moderation policies, particularly for younger users.
Despite these layoffs, ByteDance remains committed to user safety and trust, allocating $2 billion to related initiatives this year. However, the increased reliance on AI-driven moderation presents challenges, as these systems may struggle to accurately assess contextually complex content. U.S. Restrictions and ByteDance’s Workaround with Nvidia Chips
Facing restrictions on direct access to high-performance Nvidia AI chips, ByteDance has leased Nvidia hardware through U.S.-based Oracle’s cloud services. This allows ByteDance to harness the computing power necessary for its AI operations without directly violating U.S. export controls, which bar Chinese companies from purchasing advanced chips.
ByteDance’s workaround exemplifies how Chinese tech companies adapt to U.S. restrictions, as others, including Alibaba and Tencent, also reportedly rely on cloud services to access high-performance hardware for AI.
This regulatory gap, where U.S. law permits domestic usage of advanced chips but not direct sales to China, highlights ongoing tensions between global tech regulations and market demands. Broadcom Partnership and 5nm AI Chip Development
In a move to reduce reliance on foreign suppliers, ByteDance is reportedly working with Broadcom to design a custom AI chip using 5nm technology, a chip process known for its efficiency and data processing capabilities. TSMC is expected to handle the production of this chip, though it won’t be ready for market until next year.

The Project Seed Controversy: ByteDance’s Alleged Misuse of OpenAI’s API
In December 2023, ByteDance’s internal AI initiative, known as Project Seed, was accused of violating OpenAI’s terms by using its proprietary API to train and benchmark their model. ByteDance’s usage of OpenAI technology led to a suspension from OpenAI’s API after the alleged breach came to light, sparking questions over ByteDance’s practices.
Reports from ByteDance’s internal communications platform, Lark, indicate that employees were aware of policy issues and discussed “data desensitization” to conceal their reliance on OpenAI’s resources.
While ByteDance argues that it adhered to OpenAI’s guidelines, the controversy has raised ethical questions and could lead to further regulatory scrutiny.
