Microsoft is exploring the development of a new cloud gaming-focused tier for its Xbox Game Pass subscription service, according to information from Windows Central. This potential plan might grant users access to Xbox Cloud Gaming without necessitating the purchase of an Xbox console.
Current Offerings and Future Plans
Currently, Xbox Cloud Gaming comes included with the $19.99 monthly Xbox Game Pass Ultimate subscription. However, the newly considered plan is geared towards individuals who prefer not to invest in Xbox hardware. This shift could make gaming more accessible in markets where Xbox consoles are less prevalent.
Xbox Cloud Gaming is already available on a variety of devices, such as Windows PCs, Android and iOS devices, Macs, Meta Quest VR headsets, and Samsung smart TVs. Recently, Microsoft has expanded this service to include Amazon’s Fire TV 4K and Fire TV 4K Max streaming sticks, thus increasing the options for users.
Price Adjustments and New Tiers
Earlier in the month, Microsoft detailed changes to its Xbox Game Pass plans, including price increases and the introduction of a new Standard plan. This tier provides access to a large library of games and online multiplayer services but omits Day One game releases, offering a more budget-friendly alternative to the Xbox Game Pass Ultimate.
Reports from Windows Central also suggest that Microsoft might bring back its Xbox Game Pass Friends and Family plan. This plan, which was trialed in select regions before being discontinued in August 2023, could offer a cost-effective option for households, enabling several users to share a single subscription.

Analysis firms like Ampere foresee ongoing growth for Xbox Game Pass, though potentially at a slower pace than Microsoft had initially projected. Ampere estimates the service could generate $5.5 billion in revenue by 2025, with Microsoft’s strategy likely focusing on boosting average revenue per user through price changes and encouraging subscriptions to the higher-tier Xbox Game Pass Ultimate.
With the console market showing signs of stagnation, game companies are exploring new revenue sources. Microsoft’s efforts to expand Xbox Game Pass are aimed at attracting users who might not own a gaming console. A cloud-only subscription could be one approach to reach these users.
