Microsoft has rolled out its first 19H1 preview for Windows Server 2019. This is the version of the platform that will launch alongside Windows 10 19H1 next April. Insiders can now download Windows Server Preview build 18282.
Essentially, this is the first preview release since Microsoft launched Windows Server 2019 and Windows Server (version 1809). Windows Server Preview build 18282 is part of the latest development branch.
Initially, Microsoft did not officially announce the build. We have seen this frequently with recent Windows Server builds. Microsoft is sending out the builds before publishing a blog of the changelog.
Either way, the company has since published its changelog:

Activation keys for preview releases are not yet available for activating Server Core operating systems from the Semi-Annual Channel (SAC). You may skip the activation key during setup and still have a fully functional build to test with. We will provide test activation keys in future builds.”
Server Update
Windows Server 19H1 will continue Microsoft’s new Semi-Annual Channel (SAC) update model. This is the same system the company uses for Windows 10 and increasingly for other products. It means Windows Server will be updated two times each year, likely in April and October.
Still, some users will remain on the Long-Term Servicing Channel (LTSC) and will not receive any previews.
